Paul Lokech continues sending ripples of shock among Ugandans.

Lokech was pronounced dead this morning, with reports from medical examinations pointing to blood clotting as the cause of his death.

Besides his status as an accomplished soldier and the major achievements attained in just a little over a half a year at the helm of the national policing institution â€" the Uganda Police, the fact that he had been seen in public the day before the bad news piled more gravity to the shock.

We spoke to one insider at police Headquaters at Naguru shortly after the news of the death became public and below is his account.

The unit commander who spoke on condition of anonymity confided that General Lokech had been in office on Friday, a day before his death.

He was overseeing an intercontinental event slated for today at Kololo which is to be attended by delegates from across the world.

The teary police boss, who respectively described Lokech as the ” most friendly, yet professional commander I have worked under” said that yesterday, at around 11am was the last time he had spoken to the now late Gen.

” He had been up and down for the last couple of days putting a few things together for today’s conference at Munyonyo. I had a discussion with him earlier on how my unit was to monitor the security at the event,” the officer told Watchdog.

About half an hour later, he says he again called the D/IGP’s office and was told he had moved out shortly but would return.

He had called to ask for fuel for his unit vehicles but was asked to submit the requisition for consideration.

“At around 2: 00pm, I was asked to send the cars to be fueled. These requisitions are most of the times sanctioned by the D/IGP himself and I am sure he signed on it before approval.” The officer narrated further.

On the cause of the death, he says the reports within claim that the General stumbled and fell off while walking to his office. There were no visible injuries and thus less reason to worry although he kept complaining of some mild pain days later.

He however went on with his duties as normally, including attending a weekly briefing of his top commanders at the start of the week. He was expected to attend an important delegates conference at Munyonyo today but his waiting officers were shocked to be told he was dead.

It’s reported that General Lokech died in his bed in the wee hours of last night from a blood clot that is said to have resulted from the minor fall he reportedly had early this week.

In his eulogy message, Mao says Gen Lokech embodied sterling qualities of a man and a soldier.

“Sad! Shocked! Maj. Gen. Paul Lokech is another fruit fallen unripe! My condolences to his family, the armed forces and all Ugandans. Lokech embodied sterling qualities of a man and a soldier. He survived LRA and Al Shabaab only to succumb to a blood clot! Blood clot, who born you?” Mao posted on Facebook.

Although details regarding the cause of Gen Lokech’s death remain scanty, numerous sources say he succumbed to a blood clot.

“Just received very sad news that Gen. Paul Lokech has gone to be with the Lord. Why Why Why God? Why Gen. Lokech? A clot has taken u at a time we needed u most! Go serve with the angels Soldier! Till we meet again🙏🙏🙏🙏🙏,” Tayebwa said.

Brig Byekwaso also told Chimpreports news website, “….We are hearing reports that he (Lokech) had a blood clot. It is not confirmed yet but that is what we have heard.”

Meanwhile, the Inspector General of Police (IGP), Martin Okoth Ochola has said,’I have tasked the Director of Medical Services, Dr Moses Byaruhanga to carry out postmortem to establish the cause of death.”

Who was Gen Lokech?

Paul Lokech, was a senior military officer at the rank of Major General, in the Uganda People’s Defence Forces (UPDF), who was appointed Deputy Inspector General of Police of the Uganda Police Force on 16 December 2020 replacing Maj Gen Sabiiti Muzeeyi.

Lokech, has been and will be remembered for being at the forefront of fighting terrorism in Uganda.

He recently led a police operation in which several suspected Allied Democratic Forces (ADF) fighters suspected of masterminding assassinations of high profile citizens were arrested.

Between November 2017 and December 2019, he served on special assignment “to monitor on behalf of the guarantors of the South Sudan peace process, the assembling, screening, demobilization and integration of the armed forces of South Sudan”.

Before that, he served as Chief of Staff of the UPDF Air Force, for a period of five months, from 11 July 2019, until 11 December 2019.

Prior to that, from December 2018 until July 2019, Gen Lokech was Commandant of Uganda Rapid Deployment Capability Centre (URDCC), in Jinja, in the Eastern Region of Uganda. He was appointed to that position in December 2018.

His military career includes service in various leadership capacities, including two tours as the Commander of the Uganda contingent to Somalia, as part of the AMISOM peace-keeping force. The first tour was between 2011 and 2012. His second Somalia rotation was from 2017 until 2018. During his first tour, Lokech commanded Battle Groups Eight and Nine, responsible for ejecting Al-Shabaab militants from Mogadishu in 2011.

Before his second tour in Somalia, he was the Commanding Officer of the Second UPDF Division, based at Makenke Barracks, in Mbarara, in the Western Region of Uganda.He has previously served as the Military Attaché at Uganda’s Embassy to Russia, based in Moscow.

Lokech also served as part of Uganda’s peace-keeping forces in South Sudan. He was part of Operation Safe Haven (OSH), a UPDF operation in the Democratic Republic of the Congo intended to neutralize the rebel Allied Democratic Forces (ADF).

In February 2019, President Yoweri Museveni promoted over 2,000 men and women to various ranks in the UPDF. As part of that exercise, Paul Lokech was promoted from Brigadier to Major General. His name was inadvertently left off the original list, and the Uganda military apologized for that omission.

“I appeal to this Parliament to support the Parish development model because we are shifting from deciding for the people to the people deciding for themselves”. President Museveni said.

The President appealed to the NRM Caucus to support his proposal for government to put Shs 100 million per Parish per year in the Parish Development Model Fund.

The President was this afternoon addressing the 4th Parliamentary Caucus meeting that was convened at Kololo Independence Grounds in Kampala.

“I’m here again to address you on the issues of social, economic transformation of Ugandans. We can give them the money in their SACCOs and we just monitor and supervise them. I appeal to you all to support the Parish Development model. All kinds of people are there in the Parish including the women, youth, disabled and old people,” said the President.

The Parish Development Model (PDM) initiated by President Yoweri Museveni, is a strategy for organizing and delivering public and private sector interventions for wealth creation and employment generation at the parish level as the lowest economic planning unit.

President Museveni explained that the model starts with organizing the recipients themselves to make SACCOs where government puts money and they also. He said under this model, the people are the ones who decides for themselves and not their leaders in government

“They are the ones who buy the inputs themselves and decisions are taken there by themselves” he said.

Mr. Museveni emphasized that the stakeholders themselves through a revolving fund should receive the money for Parish development model.

The President emphasized that the Parish Model unlike Emyooga, is mainly for agriculture, crop growing and cattle keeping among others.

On land fragmentation, The President advised the population to divide shares (Emigabo) from the land and not divide the land itself in case the owner passes on.

“In 1995 when so many problems had happened because of the land fragmentation, I proposed a 4 acre model. One acre for coffee, second acre for fruits, third acre for food crops and fourth for pasture for the animals,” he said.

Museveni said that the National Resistance Movement government even put this in the 1996 manifesto but leaders did not help their people.

“We started many programmes like Entandikwa at the sub-county, we put money there and it was embezzled. We also started the Youth Fund, NAADS, Micro-finance, OWC, and Emyooga which we introduced recently at the constituency level,” he said.

The President who showed members some of the success stories from different people around the country revealed that the latest survey had shown a decrease in the people working only for the stomach going down from 68% to 39 %.

“Operation Wealth Creation has had an impact on this. We could actually do much better than OWC. OWC succeeded somehow because somebody was looking after a given geographical location,” he said.

The issue of value addition, according to President Museveni, will be handled at higher level, working with the private sector to guide where to put factories for value addition.

“We should advise our people to select products that are needed for the market. It should never be the government to decide but the people to decide for themselves. So please support the Parish Development model and we put more money there,” he said.

The Prime Minister Rt. Hon. Robinah Nabbanja said that government has ensured that the Parish development model system has a technical person and also involve all Parish Chiefs.

“We have put aside money to train Parish chiefs and the technical persons plus a 7 member committee headed by the local council 2 chairperson to head the Parish Model,” she said.

The Minister of Local Government Hon. Rafael Magezi said that government will focus on improving the community roads in the parish, including bridges, provision of internet connectivity etc to facilitate the effective implementation of Parish Development Model system.

The Government Chief Whip Hon. Thomas Tayebwa said that their aim is to ensure that whatever is done in Parliament is in line and connection with the NRM manifesto.

The caucus meeting was attended by the Vice President (Rtd) Maj. Jesca Alupo, Prime Minister Nabbanja, Ministers and independent NRM leaning members of Parliament among others.

The Government of Uganda through the Ministry of Agriculture, Animal Industry & Fisheries successfully implemented the National Oil Palm Project (NOPP) in Kalangala, which has continuously transformed the livelihoods of the residents socially and economically.

With funding from the International Fund for Agricultural Development (IFAD), NOPP was implemented with a main goal of inclusive rural transformation through oil palm investment, and a development objective to sustainably increase rural incomes through opportunities generated by the establishment of an efficient oil palm industry that complies with modern environmental and social standards.

In a bid to achieve its goal, “the National Oil Palm Project has not only supported growing oil palm but also households that are not growing oil palm, to engage in economic livelihoods alternative to oil palm growing. It has continuously supported communities with an aim of expanding the outreach of the project beyond the oil palm growers and creating alternative economic opportunities for holistic and sustainable local economic development,” reads part of the 2020/21 NOPP Annual Progress Report.

The report further states that the project supports the implementation of activities to ensure that local households are supported to take full advantage of the economic opportunities emerging from oil palm development, and to provide solutions to some of the emerging social problems that are known to come up when communities begin realizing increased incomes.

A poverty and livelihoods situational analysis conducted in the previous reporting period highlighted the marginalised groups as youth, persons with disabilities and widows. The NOPP activities also target youth and women for beneficiaries. This is because the main coping mechanisms among these groups were identified as manual labour and commercial sex.

“In Kalangala, interventions for alternative livelihoods commenced with the identification of 434 households as the initial beneficiaries from Mugoye Subcounty, including those affected by HIV/AIDS. Of these, 35 are widows, 57 are Female Headed Households, 101 are Youth (Female and Males), 143 are Housewives, 13 are Persons with Disabilities (PWDs), 5 are Elderly,” reads the report.

It further states that NOPP has supported the Kalangala Oil Palm Growers Trust (KOPGT) to conduct training to 90 youths selected for labour gang skilling who have since been employed in conducting the tree census in all the blocks of Kalangala, and they have also been attached to blocks to provide labour to oil palm farmers.

They also conducted nine community sensitizations on alternative economic opportunities in Mugoye Subcounty.

These attracted 1,033 community members (435 females, 401 males and 197 youths). Nine community workshops for selection of beneficiaries were also held, where 434 beneficiary households were participatorily selected. Other 133 beneficiaries were trained in housing and brooding poultry chicks, management of poultry projects, proper management of piggery units, spacing, holing and fertiliser application in banana plantations among other activities.

Additionally, the project management unit and Kalangala District developed an implementation plan for agricultural intensification activities, and a management model for the 5.5 acres of land for the demonstration plot in Mugoye Subcounty, Kalangala District which will serve as a learning and input multiplication centre for Kalangala households involved in selected agricultural enterprises.

The project as well offers bridge financing through SACCOs in Kalangala so far, the Ssesse Oil Palm Growers (SOPAG) Savings and Credit Cooperative (SACCO) has been identified a potential financial provider for alternative economic opportunities.

He accuses them of failing President Yoweri Museveni by sleeping on their jobs.

Appearing on ‘TMO online Television’ YouTube channel on Friday, Mirundi said that President Museveni’s agendas are always good and are meant to benefit Ugandans but most of his ministers and MPs are too sleepy and dormant to properly execute his ideas.

“First of all, most of these MPs buy votes to be elected, they dont campaign. So they come into Parliament heavily indebted and when they are appointed as ministers they only think of how to repay their debtors. Secondly, many of his ministers are amateurs who were peasants but because the constitution requires him to appoint ministers, he chooses from those present. For example, there was a minister of Kampala but she was a former councillor in Mubende. You can not appoint a councillor in Mubende to be a minister in charge of Kampala,” the veteran journalist said.

“That is why we have ministers and MPs who can not explain a matter at the floor of Parliament. NRM has many MPs who did not make their maiden speeches in five years because they don’t know. In future, we shall need a Parliament that shall analyze all the laws which these past parliaments have passed because when it comes to debating its only MPs on the opposition who are very articulate. Although NRM has a two-thirds majority, most of them cannot stand and talk. They are just peasants who can only say ‘yes’, “he said.

Mirundi added that the ability and strength of Parliament always come from the opposition because it has intelligent and credible MPs.

“That is why even debating on the matter concerning their party, President Museveni will need a caucus to brief them on what to speak. They are dumb.”

Releasing the results on Friday at State House Nakasero, the UNEB Executive Secretary Dan Odongo said a total of 98,392 candidates registered for the 2020 UACE examination from 1,952 Centres.

“At least 41.1 percent females did the exams. The female candidature is much lower than the males. The numbers of candidates have been fluctuating over the years, but more and more students are registering are staying in school and undertaking the exams,” Odongo said.

He also revealed that the female candidates outshined their male counterparts in the exams.

He however noted that the number of students who failed Economics, Entrepreneurship Education and Agriculture was high. Odongo noted that in the examinations, candidates showed lack of knowledge especially in economics where students were too green on in the vital concepts of Taxation and the Stock market.

“There is evidence that many teachers are either also deficient in these areas, or do not teach the topics due to inadequate syllabus coverage. And in general English literature to understand questions is still lacking. That is candidates who scored grades A and B demonstrated high levels of knowledge of the subject matter and were able to handle tasks that required high order skills. Their work in the practical examination papers also showed the ability to manipulate apparatus, ability to record observations correctly reflecting the accuracy level of the instruments used, and ability to manipulate the data generated correctly,” he said.

Odongo also noted that although last year’s performance in sciences has been fair, there is also evidence of teaching theoretically with very little practical experience given to the candidates.

“As a result, candidates who performed poorly showed an inability to follow instructions and procedures during the practical examinations, failure to accurately record data or even make meaning of any of the data recorded.”

Odongo further disclosed that most of the candidates had difficulty in writing correct chemical symbols and balanced equations in Chemistry.

“Whereas the skill of dissection is essential in Biology, many candidates did not carry out this task on the specimens provided as required by the questions but proceeded to make drawings crammed from textbooks. This is evidence that teachers in the schools where this happened did not expose the candidates to this very essential skill that will be required in future biological science-based courses.”
